Position:  Planning and Development Lead

Region:  East York, Etobicoke, North York, Toronto, Scarborough

Description:  The Ministry of Health and Long Term Care (Ministry) identified the South West Ontario (SWO) region as an early adopter region for a Regional Digital Health Program (Program). A working group was formed and has been engaged for several months in establishing necessary strategy, governance and high-level plans. More detailed planning is now required in order to align the region’s digital health priority project operations for this fiscal year and next with TransForm as the delivery partner of the digital health program.

ACCOUNTABILITIES:
• Ensure alignment to Cluster Digital Health Strategy, including connecting South West Ontario (cSWO) and Integrated Health Services Plan (IHSP)/Annual Business Plan (ABP) of each Local Health Integration Network (LHIN)
• Produce project documentation on initiatives
• Strategy development for cluster in collaboration and alignment with governance model
• Operational and capital financial planning, budget oversight and ongoing reporting
• Regional program planning and coordination (e.g. partnership management, align project prioritization, program resourcing planning)
• Program development (e.g. policy and standards development, program evaluation, program delivery partner oversight)
• Being the primary point (Single Window) of contact
• Dashboard developing and ongoing reporting
• Defining success factors
• Coordination and ongoing relationship development and management between the Program, Partners, Province and participating Health Service Providers (HSPs) relative to the cSWO Program Planning and Development Services
• Act as secretariat to various working groups as necessary to establish the Program
• Prioritization – in close collaboration with the LHINs, establish priorities for the 2019-20 fiscal year
• Development of integrated annual regional digital health plan and applicable project artifacts (charter, statement of work, budget) - to address the needs of SWO, clinicians, and public including validating Information & Technology Solution Providers (ITSP) ABP, strategic plans, roadmaps, etc. to ensure regional alignment
• Achieve governance and stakeholder approval for the integrated regional digital health plan
• Reporting – development of standard reporting tools, templates and mechanisms to centralize coordination of all reporting requirements
• Evaluates - program-wide service needs and ensures quality of program service delivery in meeting patient/client needs
• Builds and maintains relationships - with executive leaders and key stakeholders to strategize and ensure effective program service delivery via single window approach
• Creation of decision-making tools, polices and processes - for prioritization and selection of new initiatives, and services as the Program matures and evolves
• Carry out consultations with key stakeholders - for example, committees/working groups, SWO LHINs, regional Health Service Providers, eHealth Ontario, Ministry of Health and Long Term Care, OntarioMD, other regional and provincial committees, and more
• Manages the day-to-day operational and tactical aspects of the Program during this planning phase
• Recommends, and supports the development and deployment of Project Management and Program operations policies, procedures, standards and framework, working in coordination of Program leadership

EDUCATION:
• Baccalaureate degree program in Computer Science, Business Management or related discipline (related post-graduate education preferred)
• Certification as a Project Management Professional (PMP) or similar project management certification preferred

EXPERIENCE & SKILLS:
• Minimum five (5) years of experience in progressively more responsible leadership roles in a healthcare environment
• Minimum eight (8) years of project management experience, preferably within a healthcare environment, as well as:
o Demonstrated regional and government relations experience
o Experience and working knowledge related to service delivery systems across the continuum of care
o Experience and knowledge of information systems and technologies used in health care environments
o Experience and knowledge of privacy and information management security in healthcare environments
• Ability to effectively work with diversity, appreciating that different opinions, backgrounds and characteristics can bring richness to the challenge at hand
• Demonstrated ability to attend work on a regular basis
• Exceptional ability to manage large projects and facilitate complex interactions involving stakeholders from across the health care system
• Demonstrated business expertise including planning or management of multi-million dollar budgets
• Demonstrated track record of delivery results with excellent project management, financial and quality management, and risk management experience
• Proficient with computer systems such as Microsoft Outlook, Word, Excel and PowerPoint
• Demonstrated knowledge of and commitment to patient and staff safety at London Health Sciences Centre (LHSC)
• Ability to develop self and others through coaching, mentoring and formal processes
• Strong participatory leadership, team building and highly developed organizational skills with a track record of achieving results
• Self-directed and highly motivated with experience managing competing demands in a fast-paced, multi-site, multi-disciplinary health care environment
• Excellent and effective abilities in both oral and written communication skills, including strong negotiation and conflict resolution skills
• Highly developed and innovative critical thinking skills with the ability to conceptualize, analyze and problem solve
• Demonstrated experience with organizational change and improvement initiatives
• Excellent decision-making, strategic planning experience and evaluation skills
• Demonstrated ability and willingness to develop leadership talent within their team through education, mentoring and leading by example
• Recognition, understanding and demonstrated Emotional Intelligence (EI), particularly emotional self-awareness, assertiveness, optimism, stress tolerance and empathy, in a variety of situations

TYPICAL PHYSICAL & MENTAL DEMANDS:
• Must be able to sit at a desk for an extended period of time
• Minimal exposure to disagreeable conditions typical of an office position exposed to stress and pressure associated with multiple priorities and deadlines

OTHER CONDITIONS:
• Must be able to travel within the Southwestern Ontario area, when required
• Must be able to work evenings and weekends, when required
• Must be available to perform other duties as assigned
• Must meet the benchmarked standards and requirements of the job
• Must comply with all company policies and procedures
